The South Florida Regional Transportation Authority (SFRTA), a tri-county public transit authority serving Miami-Dade, Broward and Palm Beach counties, is seeking well qualified candidates for the position of Director of Operations. The Director of Operations is responsible for complete oversight and contract administration of the commuter rail and bus services for the South Florida Regional Transportation Authority including dispatch, operations, fleet maintenance and station maintenance. The individual in this position will direct, plan and manage daily departmental tasks and develop future strategies for successful operations and growth of the South Florida Regional Transportation Authority in providing safe and efficient service and improving transportation.

Responsibilities

Lead a team of professionals to ensure SFRTA's contract operator(s) perform their required duties and deliver exceptional results while coordinating with all users of the South Florida Rail Corridor to achieve the best utilization of the Rail corridor.

Coordinate and work with the contractor(s) in all phases of transportation delivery including scheduling, alternative service plans, delay mitigation and transportation delivery improvements while operating under Federal Railroad Administration (FRA) Guidelines.

Act as Project Manager of new equipment purchase, rolling stock overhaul/maintenance, lease of equipment and other program work.

Investigate, monitor and analyze on-time performance and capacity issues in order to identify trends; make recommendations for improved performance such as schedule adjustments and assess related performance measurement penalties.

Conduct monthly (or as needed) inspections of commuter rail passenger trains and facilities and other transportation facilities to ensure effective and safe performance and assure conformance with operating rules, orders, requirements and contract obligations.

Investigate and analyze field problems in order to develop and implement solutions that are in compliance with FRA regulations and practices.

Develop and administer Operations and Capital budgets within the department and ensure budgetary goals are met.

Provide support for the continued development and implementation of Positive Train Control (PTC).

Generate plans for future service and fleet improvements.

Direct the Customer Service Call Center and Station Agent units with the assistance of the Manager of Operations in planning, formulating and developing service policies and procedures; ensuring delivery of excellent service and customer satisfaction.

Develop customer service training for staff and the contract operator.

Direct responsibility for the Commuter Connector (feeder/shuttle bus) service with the assistance of the Manager of Operations.

Review and approve for payment departmental invoices.

Provide presentations to the SFRTA Board of Directors including data analysis and statistics as directed.

Perform other duties as assigned.

Required Qualifications

Knowledge of railroad operating procedures and applicable federal, state, and local laws, rules and regulations. Specifically, demonstrated knowledge of Federal Railroad Administration (FRA) Regulations, Code of Federal Regulations (CFR), Federal Transit Administration (FTA) Regulations & Guidance, and the Americans with Disabilities Act (ADA).

Supervise a professional staff with varying levels of responsibility; conduct performance evaluations; ensure employees follow SFRTA and departmental policies and procedures; make hiring, termination, and disciplinary recommendations in conjunction with Human Resources.

Motivate creativity to solve problems encountered in projects.

Reading and writing English communication skills.

Analyze data and prepare reports.

Understand and carry out complex oral and written instructions.

Interact professionally and maintain effective working relationships with superiors, coworkers, government officials, and the public.

Work efficiently in a fast paced, automated environment with many interruptions.

Interact with all levels of staff in the organization.

Required Education & Experience

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

Railroad operating procedures and applicable federal, state, and local laws, rules and regulations. Specifically, demonstrated knowledge of Federal Railroad Administration (FRA) Regulations, Code of Federal Regulations (CFR), Federal Transit Administration (FTA) Regulations & Guidance, and the Americans with Disabilities Act (ADA);

Skills in:

Reading and writing English;

MINIMUM REQUIREMENTS

Education

Bachelor's degree from an accredited four-year college or university with major course work in transportation, engineering, business or a related field.

Experience

Eight (8) years of experience in transit related work in commuter rail operations and maintenance; Three (3) years of staff supervisory, budgetary and management responsibilities;

Any equivalent combination of education, training and experience, which provides the requisite knowledge, skills, and abilities for this job, may be substituted.

PREFERRED REQUIREMENTS

Additional years of progressively responsible professional experience in a railroad environment to include five (5) years of staff supervisory, budgetary and management responsibilities.

COMPUTER EQUIPMENT AND SOFTWARE REQUIREMENTS

This position requires the ability to work with a personal computer in a Windows environment. Must be proficient in Word, Excel, Outlook, PowerPoint and specialized event recorder software.

SPECIAL REQUIREMENTS

Possession of a valid Florida drivers license, or ability to obtain such within three (3) months;
